Format en Geografia, Colin Williams ha treballat a la Multicultural History Society of Ontario, a Toronto. El 1993 fou nomenat Professor de recerca a l’Escola de Gal·lès, Universitat de Cardiff. El 2015 fou nomenat professor visitant al St Edmund’s College, de Cambridge, on s’especialitza en aspectes de pau i conflictes, drets humans, relacions amb les minories i desenvolupament de polítiques comparades en multilingüisme i multiculturalitat. Els seus principals interessos acadèmics són la Sociolingüística i la Política Lingüística en Societats Multiculturals, les Relacions Ètniques i Minoritàries i la Geografia Política.

A l’abril de 2000, l’Assemblea Nacional per a Gal·les el va nomenar per ser membre del Consell de la Llengua Gal·lesa. El maig de 2013 va ser elegit membre de la Societat d’Aprenents de Gal·lès. És catedràtic honorari d’estudis cèltics a la Universitat d’Aberdeen i a la Universitat de les Terres Altes i les Illes (University of the Highlands and Islands).

This presentation will deal with three issues related to the future of the Welsh language, but will have implications for other language regimes in Europe.

The first is the relationship between the promotion of the language and the regulation of its use through statutory language schemes and language standards, which establish expectations and duties but not absolute rights.

The second issue will examine the challenges involved in realising the Welsh Government’s ambition to produce a million Welsh speakers by 2050.

The third issue concerns the current radical government proposals as to how best to organise the delivery of an Official Language Strategy in an uncertain future where new commercial pressures, increased multiculturalism and the impact of Brexit all generate new actors, discourses and relationships.
